MINUTES OF FIELD TOWNSHIP’S REGULAR BOARD MEETING

April 14, 2015
The meeting was called to order by Chairman Keith Aho at 7:03 p.m., April 14, 2015 at the Field
Town Hall.
Present: Supervisors Keith Aho, Tom Chapman, Keith Fulcher, Treasurer Ellie Brunner, Clerk Pat Chapman and Hospital Representative Mike Enzmann.
The minutes of Field Township’s Re-organizational /Board of Qualification Meeting held
March 17, 2015 were read. Supervisor Fulcher made a motion to approve the minutes, seconded by Supervisor Chapman. Motion carried unanimously.

Treasurer’s report from Treasurer Ellie Brunner:

Claims:
Motion made by Supervisor Chapman seconded by Supervisor Fulcher to approve the treasurer’s report, claims and net pay distribution report. Motion carried unanimously.
Tammy Palmer representing Cook Park and Rec. Board gave an update on the community building progress at the Doug Johnson Park. There is enough money to complete the building and hopefully will be operable this summer. Tammy contacted Rep. Dill and Senator Bakk about additional funds ($50,000?). The building will be rented for a reasonable fee for functions and alcohol can be served because the City of Cook has appropriate insurance. She thanked Field Township for their continued support. The board advised her to contact them if the money from the state does not come through.

Committee Reports:
Fire –No report.
Ambulance – As of March 23, 2015 there have been 9 ambulance runs in Field. Ambulance Director Jim Gray sent a report of his March activities. He met with Dr. Garbisch to go over and update/sign protocols for the ambulance. Attended a 24 hour refresher/recertification class. Attended the Annual Advisory Board Meeting and the Field Township Annual Meeting. Continued developing database and fine tuning it to the needs of Cook Ambulance Service. Set up both ambulances in database to schedule and track service work done on each at the Tire Shop.
Road and Bridges – Supervisor Fulcher has been in contact with Matt Goodman about the signs for the newly named Three Bridges Road. A road review will be held Tuesday, May 12, 2015 after the 6 p.m. cemetery inspection.
Hospital – Hospital Representative Mike Enzmann gave the report from the March 2015 Board Meeting. Kabetogama wants out of the hospital district. All their emergency services are provided by International Falls. If they aren’t involved the tax burden will be passed on to the remaining members. Kabetogama wants to either opt out or require the 5 members who opted out (Greenwood, Lake Vermilion, Alango, Morcom, Sturgeon) to join. Several board members indicated people they represent were very vocal against improving the Nursing Home at their annual meetings. With several townships opposing the NH upgrade and potential loss of Kabetogamam Township, the NH project is questionable unless outside resources can be found.

Cemetery – The board discussed the need for a caretaker and possibly Mike Koskovich as sexton. Also, the trim, windows and door at the church still need work. And there was discussion about a frame for the reproduction to be made for the church.

Joint Powers Board – Chairman Aho presented a draft of the joint powers agreement between Field Township and Independent School District 2142. Supervisor Chapman made a motion to approve the draft with the elimination of Item G. Seconded by Supervisor Fulcher, motion carried unanimously. Chairman Aho will submit the revised draft to School District 2142 and the MN DNR.
Planning and Zoning – No response to fence issue.
Old Business: The anti-virus plan for the township website was discussed. Chairman Aho would like to see more information on the plan.
Supervisor Fulcher determined 220 ( 911) signs would need to be ordered for the township. One company he contacted gave a quote of $14.27 per sign with no installation. Posts could cost $6.50 each which would be a total of about $4988. This figure could double with installation.

New Business:
Supervisor Chapman made a motion to purchase a motion light for the town hall Seconded by Supervisor Fulcher. Motion carried unanimously. Supervisor Fulcher will purchase and install it.
Supervisor Fulcher reported on the St. Louis County Assoc. of Townships meeting he attended. There will be training for the Board of Audit on line starting 7/1/15. He also reported on the April Short Course.

Clerk Chapman will check the procedure for getting additional signatures on the bank signature card.
The next regular board meeting and cemetery meeting will be May 12, 2015. The supervisors will meet at the Field Township Cemetery at 6 p.m. for inspection. The road review will follow. The board meetings will convene at the town hall approximately 7 p.m.
Motion to adjourn made by Supervisor Fulcher, seconded by Supervisor Chapman. Motion carried unanimously. Adjournment time 9:23 p.m.
