Minutes of Field Township’s Regular Board Meeting April 15, 2014
The meeting was called to order by Chairman Keith Aho at 7:01 pm, April 15, 2014 at the Field Town Hall.Present: Supervisors Aho, Chapman, Fulcher, Hospital Representative Enzmann, Treasurer Brunner, Deputy Clerk Rebman, Clerk Chapman and one guest.
The minutes of Field Township’s Re-Organizational/Board of Qualification meeting held March 18, 2014 were read and stand as presented.

Treasurer’s report from Treasurer Ellie Brunner:
Beg. Balance: $42,258.95 Checkbook Balance: $27,537.45

Disbursements: $14,721.50 Total per Bank Statement: $27,704.04
Motion made by Supervisor Chapman, seconded by Supervisor Fulcher to approve the treasurer’s report, claims and net pay distribution report. Motion carried unanimously.
Fire – No report.
Ambulance – Supervisor Chapman read the March Cook Area Ambulance Report. In Feb. there were 20 runs and 2 transfers, March runs to date were 6 including 1 transfer. The new EMT class is in progress with 15 students, 14 from the Cook area. The front of the ambulance/fire hall will be finished. The letters that were sent out prompted donations of $14,255.00 at this time
Road and Bridges – Supervisor Fulcher scheduled a road review for the board after the 6 pm cemetery review on May 13, 2014.
Hospital – Hospital Representative Enzmann gave the March Cook Hospital Board Meeting Report. Feb. was a good month financially. The trend is for nurses to train one additional year to become an RN rather than an LPN which creates a constant shortage of LPN’s for the nursing home. Beatty Township wrote a letter to Greenwood recommending they become a participating member of the Hospital District. Greenwood will vote on this in June. Willow Valley voted not to allot any money for Cook Ambulance and will use Orr’s services due to unavailability of Cook for many calls. Credentialing for Matt Holmes is now in process.
Cemetery– The board reviewed the cemetery/church history. The deputy clerk and clerk were authorized to contact Jay Brunner about making a new sign for the cemetery. A gathering to commemorate the 100 year anniversary of the cemetery will be planned around July 4 with some of the long established families from the township represented. (Holter, Carlson, Enzmann, Scott, Pearson)
Joint Powers Board – No report.
Planning and Zoning – Doug Knoer and Supervisor Aho will attend the Board of Appeal in Virginia on April 16. Supervisor Aho is still waiting on information from MAT concerning the MN Fence Law and how much bond must be posted.
Nolan Lokken appeared before the board with map information from the St. Louis County website which stated his property was in FAM 2 and 17 acres is needed to build. He has 9.4 acres and would like to sell it but the county said it was an illegal split. Chairman Aho said the map does not include density zoning for Field Township which is an error that needs to be properly notated. A variance should not be required every time.
Supervisor Fulcher reported on the March 27 St. Louis County Assoc. of Townships meeting. Midway Township has had annexation problems which caused them to do extensive research on the subject. If any one has questions on annexation Midway would be a resource. The main speaker was from the St. Louis County Assessor’s Office speaking on the Board of Appeal. Field Township has an open book meeting this year and the understanding was it would remain that way for two years. Chairman Aho will bring this up at the April 16 Board of Appeal meeting in Virginia.
Supervisor Chapman made a resolution for the Local Board Powers to be reinstated, seconded by Supervisor Fulcher. Resolution carried unanimously.
Supervisor Fulcher also reported on the MAT Short Course he attended on April 4. Several bills are before the MN legislature which include: protection for
supervisors sharing township information on Facebook if it is public information only not privately between supervisors, cities and counties receiving sales tax exemption, $100,000,000 for broadband for rurall MN, modifications of PILT and a $500 tax credit for firemen, EMT’s and First Responders. He will also attend the St. Louis County Assoc. of Townships annual meeting and election dinner April 23, 2014.
The rules for renting and using the townhall and cemetery church were reviewed and will be posted. Deputy Clerk Rebman gave a presentation of the Field Township website beginning with the photo gallery and pointing out the different features. The 2013/2014 approved minutes will be on the site with beg./ending financial balances stating if financial details are needed contact treasurer Brunner. Zoning maps will also be included.
The next cemetery and regular board meeting will be May 13, 2014. The board will meet at the Field Township Cemetery at 6 pm for cemetery inspection, followed by a road inspection. After completion, the meeting will re-convene at the Field Town Hall. Clerk Chapman will publish and post the information.
