Minutes of Field Township’s Regular Board Meeting and Board of Audit, February 17, 2015

The February, 2015, Field Township regular board meeting was called to order by Chairman Keith Aho at 7:00 pm on February 17, 2015 at the Field Town Hall.
Present: Supervisors Aho, Chapman, Fulcher, Treasurer Ellie Brunner, Hospital Representative Mike Enzmann, Clerk Pat Chapman and Deputy Clerk Susan Rebman.
The January 13, 2015 regular board minutes were read. Supervisor Fulcher made a motion to accept the minutes, seconded by Supervisor Chapman. Motion carried unanimously.

Treasurer’s report from Treasurer Ellie Brunner:

Motion made by Supervisor Chapman, seconded by Supervisor Fulcher to approve the treasurer’s
report, net pay distribution report and authorize payment of claims. Motion carried unanimously.

Committee Reports:
Ambulance: Supervisor Chapman shared a report from the new ambulance director, Jim Gray who attended the annual Arrowhead EMS conference in Duluth. He has also been doing recruiting,
organizing, training and working on safety issues. Mr. Gray provided a very detailed report of his assessments and proposed plans for the ambulance service including using more technology and revamping emergency preparedness.
Fire – No report.
Roads and Bridges – Supervisor Fulcher the St. Louis County Sheriff’s office had approved the name “Three Bridges Road”. They will notify the residents affected and provide new fire numbers. No time frame was given.
Hospital- Hospital Representative Mike Enzmann reported there is a critical registered nurse shortage which is affecting hospital performance. The Cook pay rate is lower than Virginia/Hibbing. The board approved additional retention bonus based on years at Cook. Also, continuing to work toward RN school at Cook Hospital to improve staffing with locals. Rep. Enzmann remains as treasurer on the hospital board. Seven of the fourteen board members are now certified. An estimated total project cost for the Nursing Home improvements would be $6.2-$6.7 million. Two households of 14 people each would include private rooms with individual bathing facilities.
Cemetery – Chairman Aho presented a 5X7 reproduction on aluminum of the painting that was at the Little Fork Lutheran Church. A reproduction 30 x 60 would be approximately $600 through Andrews Camera. There was discussion about the condition of the altar at the church and what size the frame should be to go around the reproduction.
Joint Powers Board – Chairman Aho stated the joint powers board has dissolved with $460 left in the account. Each township could receive their $40 back or the money could be donated to the legal defense fund for “Save Our Schools”. Motion made by Supervisor Chapman to donate the money to the legal defense fund. Seconded by Chairman Aho. Motion carried unanimously.
17 – The certified letter sent to Jim Enzmann was unclaimed at the Cook Post Office and returned to Clerk Chapman. Supervisor Fulcher made a motion to pay $50 to have the sheriff deliver the letter. Seconded by Supervisor Chapman. Motion carried unanimously.
Chairman Aho presented a joint powers agreement draft for the 2142 School Forest. The draft will be sent to the DNR and the school. The DNR provides grants for MN School Forests.

New Business:
Deputy Clerk Rebman gave information on an anti-virus program for the township website. Any site can be hacked this would be a pro-active measure like an insurance program. Supervisor Chapman abstained while Supervisor Fulcher made a motion to pay $250 annually to Art Unlimited for the program. Chairman Aho wants more information on what exactly the township would be buying so the motion is on hold. She also presented information on the township website activity. There was discussion about being linked to other local sites and more advertising about the site, maybe the website address on the town hall sign.

Supervisor Fulcher reported on the St. Louis County Association of Townships meeting Jan. 28 in Cotton. Ordinance 61, which was passed Feb. 2014, was discussed and financial assistance for residents who may need to replace non-conforming or failing systems. He also found out the county does not make 911 signs.
Clerk Chapman asked for the following election judges to be approved for the annual election (or those who are duly trained): Susan Rebman, Julie Grahn and Dawn Simpson. Motion made by Supervisor Chapman for approval, seconded by Supervisor Fulcher. Motion carried unanimously. She also gave the following information about upcoming meetings:
March 10 – election 5pm – 8 pm with annual meeting to follow.
March 17 – 7 pm reorganizational meeting, in case of inclement weather the meetings will be March 17 and 24.
March 24 – County Commissioners meeting, 9:30 am at the Comet Theatre in Cook.
April 14 – Regular Board Meeting
April 22 – 11- 12 noon, Board of Appeal at Field Town Hall
Chairman Aho made a motion to adjourn the regular business meeting at 8:39 pm , seconded by Supervisor Chapman. Motion carried unanimously.
Chairman Aho convened the Board of Audit Meeting . The 2014 statements of receipts, disbursements, balances and CTAS Schedule 1 were given by Treasurer Brunner. A motion was made by Supervisor Fulcher, seconded by Supervisor Chapman to accept the year end financial reports. Motion carried unanimously. A motion was made by Supervisor Chapman to accept the following transfers out of the General Fund:

Ambulance $6000
For a total of $36,000. Seconded by Supervisor Fulcher. Motion carried unanimously.
Supervisor Chapman made a motion to recommend the following levy of $46,000for 2015 payable in the year 2016 at the annual meeting:
General $20,000
Road $7000
Fire$7000
Ambulance $6000
Cemetery $3000
Hall $3000
Seconded by Supervisor Fulcher. Motion carried unanimously.

Supervisor Fulcher made a motion to adjourn at 8:53 pm, seconded by Supervisor Chapman. Motion carried unanimously.
