Minutes of Field Township’s Regular Board Meeting January 12, 2016

The January Field Township regular board meeting was called to order by Chairman Keith Aho at 7:02 pm on January 12, 2016 at Art Unlimited due to the extreme cold temperatures and the furnace at the hall not working.
Present: Supervisors Aho, Chapman, Fulcher, Treasurer Ellie Brunner, Clerk Pat Chapman, Hospital Representative Mike Enzmann.

The December 15, 2015 regular board minutes were read and stand as presented. Supervisor Fulcher made a motion to accept the minutes, seconded by Supervisor Chapman. Motion carried unanimously.

Treasurer’s report received from Treasurer Ellie Brunner:

Beg. Bal: $42,217.93 Ending Balance $55,944.66
Receipts: $16,171.97 Outstanding Checks: $79.26
Expenses: $2,445.24 Bank Balance $56,023.92

Motion made by Supervisor Chapman, seconded by Supervisor Fulcher to approve net pay distribution report and authorize payment of claims. Motion carried unanimously.

Committee Reports:

Ambulance – No report.
Fire– No report.
Roads and Bridges – No report.
Hospital – Hospital Representative Mike Enzmann reported on the nursing home renovation. The design has been refined with 17,655 additional square feet which includes two households with 14 rooms each. The new official name of the hospital is Cook Hospital and Care Center.
Cemetery – Chairman Aho reported he has not received any information from Allan Presley.
Joint Powers– Chairman Aho reported the school forest will have a report for the annual meeting.
Planning and Zoning –There was discussion about the Enzmann/Lahti fence issue. A motion was made by Supervisor Fulcher, seconded by Chairman Aho to send the following letter to both parties:
The Board of Field Township acknowledges your response to the Fence Order regarding your boundary fence. Adequacy of the reconstruction will be determined by the fence’s utility when livestock is present in the coming pasture season. The Board notes that where trees have fallen over the fence line, it is the responsibility of the landholder to remove the obstruction and repair the fence.

With no further old or new business Chairman Aho made a motion to have the February regular board meeting and board of audit on February 16, 2016 and to adjourn the meeting. Seconded by Supervisor Fulcher. Motion carried unanimously.

No decision will be reached until both parties are compliant. Mr. Lahti needs to take care of the trees.
A letter was drafted for the clerk to send to both parties via certified mail – The Field Township Board appreciates your response to the fence order and the work completed in fulfilling the order. But there are restrictive trees down on the Lahti property which must be eliminated . These trees prevent the fence from being properly constructed.

The clerk will send the draft to the supervisors for input.

Old Business:

Supervisor Fulcher reminded the board the board of appeal training must be completed soon. (By Jan. 31)

New Business:

Supervisor Fulcher reported on the St. Louis County Assoc. of Townships meeting he attended. Money from the state is being used to help install broadband. He wondered where Field Township stands in receiving the service?

Supervisor Chapman brought up concerns about the townhall – heat, health standards, compliance? Electric based heat and a new furnace were discussed. During the December special election the furnace malfunctioned several times. Supervisor Chapman made a motion to allow up to $3000.00 to be spent for a new furnace and electric base board heaters. Seconded by Supervisor Fulcher. Motion carried unanimously.

The next meeting will be January 12, 2016.

Supervisor Chapman made a motion to adjourn at 8: 47p.m. Motion seconded by Supervisor Fulcher.

Motion carried unanimously.
