The February , 2018, Field Township regular board meeting and Board of Audit was called to order by Chairman Keith Aho at 7:00 pm on February 20, 2018 at the clerk’s residence.
Present: Supervisors Aho, Chapman, Fulcher, Treasurer Ellie Brunner, Hospital Representative Mike Enzmann, Clerk Pat Chapman and one township resident.
The January 9, 2018 regular board minutes were read and stand as presented.

Treasurer’s report from Treasurer Ellie Brunner:

Motion made by Supervisor Fulcher, seconded by Supervisor Chapman to approve the treasurer’s
report, net pay distribution report and authorize payment of claims. Motion carried unanimously.
The 2017 statements of receipts, disbursements, balances and CTAS Schedule 1 were given by Treasurer Brunner. A motion was made by Supervisor Chapman , seconded by Supervisor Fulcher to accept the year end financial reports. Motion carried unanimously. A motion was made by Supervisor Chapman to accept the following transfers out of the General Fund:
Cemetery $ 3,000
For a total of $20,000. Seconded by Supervisor Fulcher. Motion carried unanimously.
Chairman Aho made a motion to recommend the following levy of $40,000 for 2018 payable in the year 2019 at the annual meeting:

Ambulance – Annual meeting March 5 in Cook.
Fire – Annual meeting March 5 in Cook.
Roads and Bridges – St. Louis County has set the township road snowplowing fee at $975 per mile per year beginning October 1, 2018.
Hospital – Hospital Representative Mike Enzmann reported on the MHA Conference he attended. One of the major topics was the opioid crisis. This is an issue throughout the state and our country which began surfacing as a problem in 2006. Rep. Baker from Willmar, MN was there to tell of his son’s death from addiction to opioid pain relievers. His bill which has bi-partisan support will tax prescription opioids 1 cent per milligram. Revenue from this tax will raise $14 million the first year and $20 million per year after that to fight the opioid crisis. There is strong opposition from the pharmaceutical lobby against this bill.
Cemetery – Supervisor Chapman will work on advertising methods to get additional funds for the church altar piece which he will present at the annual meeting.
Joint Powers Board – Chairman Aho reported a resolution is needed in support of Field /North Woods School Forest Program. Chairman Aho presented a resolution in support of the Field/North Woods School Forest. Supervisor Chapman made a motion to approve the resolution, seconded by Supervisor Fulcher. Motion carried unanimously.
Planning and Zoning – Supervisor Fulcher reported on the new 73 page zoning document from the county. A new plan was needed to apply for grants. But it appears the county will eventually be in charge of zoning, eliminating the townships.
The 2018 Annual Meeting Agenda was discussed.
Supervisor Fulcher reported on the St. Louis County Assoc. of Township meeting he attended. Election information was shared by Phil Chapman. We should plan for a 2020 Presidential Primary in February or March. So with the new primary, township election, general primary and general election there will be four elections that year.
He also informed the board of the proposed new Public Works Maintenance Facility which will be built in Cook.
The clerk reported the Annual Meeting is March 13,2018 with voting from 5-8 pm and meeting to follow at the town hall. The re-organizational meeting will be March 20,2018 7 pm at the town hall. The Board of Appeal was originally scheduled by the county for April 24,2018 from 11 am – 12 noon at the town hall. But they changed the date to April 27, 2018 11-12 noon at the hall.
Supervisor Chapman made a motion to adjourn at 8:19 pm, seconded by Supervisor Fulcher. Motion carried unanimously.
