Field Township Regular Board Meeting January 14, 2020
The meeting was called to order at the Clerk’s residence at 7:03 p.m.
Present: Supervisors Keith Aho, Tom Chapman, Keith Fulcher, Hospital Representative Mike Enzmann, Treasurer Ellie Brunner, Clerk Pat Chapman and a township resident, Elizabeth Chapman.
The minutes of Field Township’s regular board meeting held December 10, 2019 were read and stand as noted.

Treasurer’s report from Treasurer Ellie Brunner:
Beg. Balance: $ 79,148.70 • Ending Balance: $92,144.90
Receipts: $14,975.45 • Plus Outstanding Checks: $79.26
Disbursements: $1,979.25 • Total Per Bank Statement: $92,224.16
Motion made by Supervisor Fulcher, seconded by Supervisor Chapman , to approve the treasurer’s report, claims and net pay distribution report. Motion carried unanimously.
Fire – Supervisor Chapman made a motion to sign the fire protection services agreement, Seconded by Supervisor Fulcher. Motion carried unanimously.
Ambulance – Supervisor Chapman made a motion to sign the fire protection services agreement, Seconded by Supervisor Fulcher. Motion carried unanimously.
Road and Bridges – Supervisor Fulcher reported on the upcoming strike by county snow plow operators. We have no back up for plowing township roads. This could present a real safety issue for police, ambulance, fire etc to respond to 911 calls.
Hospital – Hospital Representative Mike Enzmann reported on The Trustee Winter Conference he attended. 119 rural hospitals in the U.S. have closed since 2010. 27% of Minnesotans live in rural areas. 84% of U.S. counties are mental health shortage areas. MN health care has shifted from inpatient to outpatient.
Cemetery – No report.
Hall – Joel Knutson shoveled the steps.
Joint Powers Board – Chairman Aho reported bids were being received on the proposed select cutting in The Field-NorthWoods School Forest project of approx.. 11 to 13 acres in 1-3 ac swatches. The stumpage value should be $20 – $35 a cord on an estimate of 350 cords. The township is the owner of record and would serve as principal on the contract.
Planning and Zoning – Chairman Aho will get further information on tax forfeited land correspondence.
Elizabeth Chapman reported the broadband survey was done and on line on the township website. A press release about the project will be in the local papers. Based on the response there could be a mailing and a face book page. She will have a full report for the Annual Meeting.
Supervisor Fulcher will contact MATIT about the township insurance policy. There were questions about its accuracy and also coverage of the new cemetery shed.
Clerk Chapman offered a resolution with the list of election judges for 2020. The resolution was approved by Supervisor Chapman, seconded by Supervisor Fulcher, carried unanimously.
Clerk Chapman offered a resolution to approve application to purchase a DS-200 voting machine. The resolution is needed to complete the grant application for the MN Sec. of State. The resolution was approved by Supervisor Fulcher, seconded by Supervisor Chapman, carried unanimously.
The next meeting will be the regular board meeting and Board of Audit , February 18, 2020, 7 pm, at the Clerk’s residence. The Clerk will publish and post the date change from the second Tuesday to the third Tuesday.
Supervisor Fulcher made a motion to adjourn at 8:25 p.m.. Seconded by Supervisor Chapman.
