MINUTES OF FIELD TOWNSHIP’S – Re-organizational / Board of Qualification Meeting March 18, 2014
The meeting was called to order by Chairman Keith Aho at 7:02 p.m., March 18, 2014 at the Field Town Hall.
Present: Supervisors Keith Aho, Tom Chapman, Jay Brunner, Treasurer Ellie Brunner, Clerk Pat Chapman and newly elected Supervisor Keith Fulcher.
The minutes of Field Township’s regular board meeting (which included the board of audit) held
February 11, 2014 were read and stand as presented. The minutes of the 2014 annual meeting were read and stand as noted with clarification on information about commercial fire calls. Minutes will be approved at the 2015 annual meeting.

Treasurer’s report from Treasurer Ellie Brunner:

Motion made by Supervisor Chapman seconded by Supervisor Brunner to approve the treasurer’s report, claims and net pay distribution report. Motion carried unanimously.
Fire – Supervisor Chapman clarified the increase to the commercial fire call rate is $1000 if the business runs under commercial insurance coverage. The residential rate will remain at $500.
Ambulance – Report was given at annual meeting.
Road and Bridges – Supervisor Brunner reported there are 3.5 miles of township roads. There is no formal road review but the board responds to community comment or Supervisor Brunner’s observations.
The township has a chloride tank which is used on the ¼ mile of the Riddell Road. The Riddell Road also continually needs gravel. The reflective signage issue is currently a non-funded mandate.
Hospital – Report was given at annual meeting.
Cemetery- Chairman Aho requested the cemetery information be up to date by the May cemetery/board meeting so Charlie Scott can review. Judy Holter has input about cemetery information for the website which she will communicate to Deputy Clerk Rebman. Supervisor Brunner was asked to build an 8 x 12 shed for the cemetery.
Joint Powers Board –No Report.
Planning and Zoning – No Report.
Chairman Aho gave the oath of office to re-elected Clerk Chapman and newly elected Supervisor Keith Fulcher. Supervisor Brunner was recognized with a gift and plaque to show appreciation by the board and residents for his twelve years of service.
Supervisor Chapman asked for approval of the website lay out. There was discussion that the print function would be text only and the site would include a zoning map. Motion to approve the website layout made by Supervisor Fulcher, seconded by Chairman Aho. Supervisor Chapman abstained. Motion carried.
Supervisor Chapman made a motion to donate $500 to the St. Louis County Fair Association Seconded by Supervisor Fulcher. Motion carried unanimously.

The designated depositories are: First National Bank of Cook and Cook Area Credit Union.
The official publications are the Cook News Herald and the Timberjay.
The town hall rental for scheduled weekly use is $60.00 per month or $720.00 annually. Rent will be $20.00. per day with a $20.00 damage deposit. A $20.00 utility rate will be charged October 1 – May 1. No charge if the group is a local community oriented organization. The board approves all use and additional use negotiable with the board. The clerk or supervisor will give hall user instructions, checking the hall before and after.
A motion was made by Supervisor Chapman to accept the revised language. Seconded by Supervisor Fulcher. Motion carried unanimously.
A motion was made by Supervisor Chapman for the payroll to remain the same except for board meetings to increase from $60 to $75.
Meetings – full day (more than 4 hours) $120
Meetings- half day (4 hours or less) $60
These fees apply to committee work and meetings for the township.
Board meeting- $60 to $75
The general hourly wage and election judge wage is $10.00 or as mandated by law.
Seconded by Supervisor Fulcher. Motion passed unanimously.
A motion was made by Supervisor Fulcher to increase the clerk’s salary:
Treasurer’s salary – $150 paid monthly ($1800 yearly) remains the same.
Clerk’s salary $210 paid monthly to $300 paid monthly. ($3600 yearly).
Seconded by Supervisor Chapman. Motion carried unanimously.
Supervisor Chapman made a motion that the deputy clerk be paid for meetings when she is making a prepared presentation to the board. Seconded by Supervisor Fulcher. Motion carried unanimously.
Supervisor Fulcher presented insurance information from Minnesota Benefit Association. He was enrolled in the coverage in his previous township and wondered if the board was interested in the coverage. After discussion, Supervisor Chapman made a motion to continue to provide $750 allowance for insurance coverage for each township board member, hospital representative, clerk and treasurer to be used as deemed appropriate by recipient. Seconded by Supervisor Fulcher. Motion carried unanimously.
The township will abide with the current published federal rate for mileage. ($.56)
The next regular board meeting will be April 15, 2014, 7 p.m. at the Field Town Hall. Since that will be the third Tuesday of the month instead of the established second Tuesday meeting night, Clerk Chapman will publish and post the change.
Motion to adjourn made by Supervisor Chapman, seconded by Supervisor Fulcher. Motion carried unanimously. Adjournment time 8:45 p.m.
